Solicitation

Solicitation is a crime that consists of a person inciting, counseling, advising, urging, or commanding another to commit a crime with the specific intent that the person solicited commits the crime. Solicitation itself is a distinct offense, punishable irrespective of the reaction of the person solicited; i.e., the solicitor is guilty even though that person immediately rejects the request or proposal. However, if the solicitation is successful and the crime is actually completed by the person solicited, the solicitor is also guilty of the completed offense.
